Enable USB2 on M.2 connector

I’m having an issue connecting to USB2 (TX1 pins B42 & B43). I have tested that my device connects to other hosts but does not show up on the TX1 when I use lsusb.
My LT4 version info:

R28 (release), REVISION: 1.0, GCID: 9379712, BOARD: t210ref, EABI: aarch64, DATE: Thu Jul 20 07:45:59 UTC 2017

I see others have had the same issue with R28.1. Has this been fixed on 28.2? I did not see it mentioned in the release notes.

We have patches for r28.1 and r28.2. Please give it a try.
