Supposed ethernet is not a problem a devkit, not sure if any HW failure on your carrier board.

Yes, the issue is still persists. I have re-flashed my dev kit 4 times now and it has not solved it. I am now certain it is a hardware issue. What are my options for getting this fixed?
If the device is still in warranty period, then please go for RMA process, see Jetson FAQ | NVIDIA Developer
