Jetson_clocks fails on fused device

/usr/bin/jetson_clocks: line 400: /sys/kernel/debug/bpmp/debug/clk/emc/mrq_rate_locked: No such file or directory
/usr/bin/jetson_clocks: line 401: /sys/kernel/debug/bpmp/debug/clk/emc/rate: No such file or directory

this is a larger issue where the emc, vi, and isp clocks can’t be set dynamically in the fused environment

that’s expected, bpmp debug nodes has disabled on the secureboot enabled (fused device) targets.
