Laptop (HP Spectre x360) isn't detecting external GPU (MSI Geforce RTX)

I have the external GPU powered on and connected to the laptop and it turns on but it isn’t detected in Device Manager. I can’t install NVIDIA drivers unless it is detected. My BIOS is up to date.
