My NVIDIA 1060 is showing 0 utilization without running any app or software. Is it normal, and if not, what should I do?
If you want more utilization, run a program that uses the GPU?
0% utilization means that it is idling and no program uses it. That is not a bad thing per se.

Other than games, which program would be best to see if GPU working properly?
Perhaps a GPU benchmark program?
