NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver

Just installed the redhat 7.6 system, server with GUI.
Running into problem when following steps on the vgpu user guide for red hat KVM.

NVIDIA-SMI has failed because it couldn’t communicate with the NVIDIA driver. Make sure that the latest NVIDIA driver is installed and running.

You have secure boot enabled so the nvidia driver doesn’t load since it isn’t signed. Please disable secure boot in bios.
Furthermore, the gpu at pcie 0000:05:00 has resource problems, please check your bios for an option “above 4G decoding” or “large/64bit BARs” and enable it.
