Nvidia-smi outputs “No devices were found” on Ubuntu 22.04 + driver 520

I have several issues actually, but I am not sure whether they are related.

  1. nvidia-smi out puts no device were found.
  2. The system cannot detect the second display.
  3. The fractional scaling is not working (can only set to 200% even if I set 150%).
  4. The update rate is incorrect in system setting.
