Orin Nano 8G PCIE Clock turning off

Hello I am using the 8G Orin Nano on a Custom carrier board. We are using an FPGA on PCIE2 which on the dev kit is the M.2m, Jetpack 6.1.

Using the lpci command, no FPGA device was found. But FPGA has confirmed that it is working normally

Can it be found on devkit? If so, please check your custom board design based on the reference.
