I can second that, seems like there have been a sostantial performance drop even on my system:

Application hangs for a minute during startup

Hi there, since several version of the nvidia driver, I noticed that GPU intensive application (like videogames or Photoshop) hangs for like a minute during startup. I am not able to identify exactly which version of the nvidia driver caused the problem, since i don’t use those kind of application very often. The problem like appeared in the last month or so. The hang didn’t happened before and the application used to startup very quickly I’m using a Acer Nitro 5 with RTX3060 No hangs happens …
