The power management is set to MAXN but only 4 cores(1, 4,5,6) shown on HTOP.

Hi, have you tried using nvpmodel?
Run the command sudo nvpmodel -m 0,
or enable them one by one with
sudo su
echo 1 > /sys/devices/system/cpu/cpu1/online
echo 1 > /sys/devices/system/cpu/cpu2/online
