SDK manager does not install earlier versions

I want to install JetPack 4.6.1. When I run the sdkmanager from the host machine normally the option is there, but greyed out. When I run sdkmanager --archivedversions I don’t even have the option available. It says No available releases for Ubuntu 20.04.

What do I do?

The host PC needs to be Ubuntu 18.04.
