I have two AGV Xavier and both have the same issue.
I tried to upgrade Jetson OS to JetPack 4.3 with SDK Manager and keep having error of “Could not detect target hardware”
I tried older version of SDK Manager and the newest one of 1.0. Both have the same error.
I tried all different port and 4 cables.

Could you try put your Xavier into recovery mode by manually? then start sdkmanager to flash image.
Don’t forget to plug-in type-C cable (J512) from target to host. Thanks!
I tried manually and I flashed three Xaviers before on the same host of Ubuntu 18.04.
And I tried several USB-C cables and nothing works.

Can you see “NVidia Corp.” via lsusb command on host?
Please make sure you are really into force-recovery mode.

Are you using VM? and are you plug-in type-C cable via type-C hub?

Are you absolutely certain the Xaviers are in recovery mode (and the correct USB-C port connected)? The recovery button must be held down while power is started or cycled/reset. Having the problem with two Xaviers, two JetPack releases, and no VM is quite unusual.

Also, I connect the HDMI cable and did not see any message from the monitor, not booting normally.
Is there any other way to check if the Jetson is in recovery mode?

That pretty much confirms the Xavier is in recovery mode. I have to believe there is an error in communications with the driver package running on the PC. Do note that any operation in recovery mode would imply needing to restart recovery mode before a second operation can succeed (for example, you can’t clone twice in a row, and you can’t clone then flash unless you restart recovery mode between operations).
About the only suggestion I have left is to try to restart recovery mode when that error occurs, and/or unplug and replug the USB-C cable and see if the operation continues upon detect of that operation.
