Thermal throttling and fan speed

I am running CUDA applications on a P4000 GPU. I noticed that the temperature is getting up to 82C, but the fan never goes above 63%. I dug a little further and found that the clock speeds are being reduced when this happens. I checked the throttle reason, and it is set to 0x20 (SW Thermal Slowdown).

My question:
If the device is throttling due to temperature, why doesn’t the fan speed increase to more than 63%?

The fan curve is defined in the VBIOS of the card. So it’s a bit odd it doesn’t throttle up more than 63%. So you might want to check for a VBIOS update from the manufacturer of the card.
Otherwise, you would have to use Coolbits and manually set the fan speed to 100%:
