My laptop has the Nvidia RTX 2060 GPU, which can apparently support Omniverse.
I ran the installer to first install Cache, but then it never gave me the option to install Omniverse after that.
When I start the installer again, I get this screen and no option to download Omniverse.

I can’t reproduce the exact state of your Launcher UI, but in general, the Library tab shows Omniverse components you have already installed, and the “Exchange” tab is where you add new components to that library. See Omniverse Launcher Overview — Omniverse Launcher documentation.
