Upgrading Jetpack or installing tensorflow addons

I have around 50 Jetson Xavier AGX running Jetpack 4.4.1 [L4T 32.4.4] to which I don’t have access physically and would like to be able to either upgrade the Jetpack version so I can upgrade the tensorflow version and install
tf-models-official or install tensorflow-addons. Is there a way to do this over the air or do I need to flash all of them with a new version?

The goal would be installing tensorflow-addons so whichever version of jetpack would allow that

We don’t provide the prebuilt for TensorFlow-addons.
You will need to build it from the source.

This guide to build from source is for x86 machines it doesn’t run on arm, is there any solution?
