Upscaling video using AI

Hi All,
Hope you can help. I urgently need some details on if there a way to upscale low res videos to high resolution using an AI platform. Ideally, I am after connecting to an API so video can be uploaded and converted on the cloud. Is there such a beast? Can anyone help.

If this is not possible, is it possible to build. I am hoping to have the upscaling video to (change resolution) and well as double the frame rate from 30fps to 60fps. Is there any way of doing this. Thanks in advance. All the best Mike
