Using simple pwm.py sometimes doesn't work

I’ve checked this issue with internal that the minimum pulse width is 1/256, which results 1/256=0.0039(~ 0.4%)
so that you would see the width of 400us(pulse width of duty cycle) with 10Hz(period)
