why tx1 GPU frequency is just 72MHz？

i run the deviceQuery in cuda/samples/
the GPU frequency is 72MHz is it too low for a high-performance device?

cuda version : 8.0
cuda capability major/minor : 5.3
MAX frequency 72Mhz  (0.07G)

paste the GPU max clock rate with TX1/JetPack 3.0.
