Xavier eth0 don't work after changing phy chip

Ethernet not work on my custome carrier board

we use 88E1512PB2-NNP2C000 same as develop kit, the schematic diagram is the same, but doesn’t work. The dmesg error show "eth0: Colud not attach to PHY net eth0: eqos_open: Can’t attach to PHY (error: -19)
