1080ti core clock stays at idle speed with p0 and SW Cap active only with DisplayPort

Hi Nvidia Forum,

My GF built herself a new PC and also got a new Monitor (M27Q). We tested the new Monitor on the old system and it went fine, Gsync worked, WQHD+170hz was nice. After 2-3 new boots the games startet to stutter and there was a heavy mouse lag, i checked it and saw the GPU Core clock was at idle speed (~250mhz) the memory clock was fine.

After that i checked the following:
New DP Cables (Old one i had, new one that came with monitor, the one of my main rig)
Different DP Port
Disable Gsync
New Driver
Apply OC with MSI Afterburner + increase Powerlimit (that only adjusted the frequency + limit over the idle limits)

What helped on a short term was applying the afterburner OC Scanner and cancel it. After a reboot it stuck again and oc scanner didnt helped.

We then built the new system and hoped for a conflict in the old one. So everything new except the graphics card. First it worked, then the behaviour occured again.
What then helped was a HDMI Cable, we plugged it in, set it to maximum 144 hz and it worked. Sadly no gsync and that itches me a bit, because we payed for it.
So today i tried a few things again,

Plugged the Monitor on my main system with a 4080 super, worked everything fine, even after reboots.
I plugged my monitor (Dell 34 Inch awf) on the 1080ti and the core clock was idle again.
Reinstalled GPU Driver with DDU → no success
Disabled Onboard CPU Graphics → no success
Deinstalled Afterburner → no success

What then helped was setting the frequency to 60hz, no matter if Gsync is on or off. I cant explain that behaviour of the GPU, can anyone helped me out?

MSI B650 Tomahawk WIFI
2x16 GB Corsair Ram with EXPO 1
Asus 1080ti Strix OC Editon
Bequiet Straight Power 750W

MSI Drivers are all there, also CPU Chipset, Nvidia Driver is the newest and i also tried one of 2024.

I can somewhat fix it by setting the monitor to 60hz, then the powerstate wents from p0 to p8 and i get proper core clocks.

I now installed cuda to check some information but i cant change anything.
