Gpu clock stuck at idle 1080ti

I have an issue with my1080ti. No matter if I use single monitor (Gigabyte m32q, 1440p, 165hz Display port) or dual (m32q + Acer s243hl 1080p, 60hz, HDMI ) - gpu clocks stuck at idle ~ 240hz - ~500hz.

There is one temporary solution - disable/enable gpu via device manager. It may take 1-10 times of disable/enable actions to make clocks go up to ~1500 at idle and ~1900 under load. Performance in Nvidia control panel is set to maximum performance.

The second solution is to install older drivers like v. 546 or lower. With that driver gpu clocks are working fine, but some modern games are having issues with such an old drivers and I have a lot of unreal ungine errors and game crashes. (arc raiders, Conan exiles enhanced for example)

Now I’m sitting on latest 1080ti drivers v. 585 or so. But every time I’m starting my pc I need to perform solution number 1. - disable /enable gpu via device manager until my monitor perform a brief flickering that means gpu clocks went normal (unstack) and I can play.

I can’t afford a new PC and GPU, so could you be do kind fixing this issue?

P. S. I have read and tryed almost all similar topics and threads advices, nothing helped but solutions I have mentioned earlier.
