I tried my new gpu a gigabyte gtx 1070 G1 with Xcom2 and borderlands 2 and borderlands presquel.
The GPU usage is only around 60% for those games so performance are not that good.
My guess is the drivers because they worked a lot better with my gtx 770.

I still have this problem with my gtx 1070 even with the latest drivers 370.28.
It seems to be even worse now 40-50% gpu usage even without vsync.

Do you see worse fps compared to your gtx 770 ? If not, the games may simply be cpu limited, I also see that e.g in war thunder and some other games with my gtx 970. You also could try threaded optimizations , it can work wonders for some games, but also be bad for others…
Almost the same than with my 770 but with more stutters :-(
I shouldn’t be cpu limited I have an i7 3820 3.6Ghz overlocked at 4.3Ghz .
Don’t have any problem with other games but I could try war thunder I never played this game but it should show if it’s really a cpu problem.
Just tried war thunder to see if I have a problem with the cpu like you said I have more than 100fps and gpu usage is 99% in 4k max settings selected.
The problem should be somewhere else.
