Same issue here, but have you tried toggling the HDR with the kscreen-doctor command instead? For some weird reason leaving it enabled in the Plasma Display Configuration will freeze the system the next boot and login, but enabling it with kscreen-doctor the system will run just fine even if Plasma says HDR is not enabled.
