BUG - The Finals, Will not use more than 30 watts in game

When ever the game is launched initially the game will run at roughly 80 watts (if after a reboot) , then once in a match the game will quickly drop to a max or 30 watts making the game nearly unplayable with constant dips below 30 fps (whereas the game when running properly will give well over 90)
Changing the settings including setting DLSS/FSR to ultra performance barely gives a bump in performance.

What all i have tried -
Checking journalctl for errors other than some normal proton pops nothing else was found.
setting the launch option to hide Nvidia GPU didn’t help either as despite using the launch command nvidia specific features like DLSS still somehow shows up.
Setting the resolution to 1080p didnt help either
turning on Vsync did actually reduce the noticeable lag but didn’t fix the low performance.
Tried going back to 560 had the same issue there

I also tried a reinstallation of the driver and even a full clean install of Fedora 41.
Also tried Reinstall of the game in both the Flatpak variant of Steam and RPM version of Steam.

Also the issue still persists on with the 565.77 version and with 6.12.10 kernel version
