C4 gives error phy link failure while C1 up

I configured pin mux settings and used default dts “tegra234-p3767-0000-p3768-a0.dts” for dtb file for our custom carrier board . However only c1 comes up with link up shown… c4 doesnt not detect any nvme.
this command for flashing :
sudo ./tools/kernel_flash/l4t_initrd_flash.sh --external-device nvme0n1p1 -c tools/kernel_flash/flash_l4t_external.xml -p “-c bootloader/t186ref/cfg/flash_t234_qspi.xml” --showlogs --network usb0 jetson-orin-nano-devkit internal

I compared the schematic of jetson dev kit and custom carrier board. I find the pins to be same.
