FFmpeg Vulkan decoding doesn't work (RTX 5060 Ti, 575.57.08)

I try to watch a video using FFmpeg with Vulkan decoding and the process hangs indefinitely:

Am I doing something wrong or is this a genuine bug?

FFmpeg also fails with the same error with my 5060 Ti
