GPU usage has been bouncing between 0 and 99%, Can it stay at 100%

You could refer to the following instruction to use jetson_clocks to use maximum clock frequencies.
Jetson Orin Nano Series, Jetson Orin NX Series and Jetson AGX Orin Series — Jetson Linux Developer Guide documentation (nvidia.com)

For the CPU/GPU loading, it depends on current system status. You could try running deep stream example or other stress test tool for high loading.

Sorry, we don’t have tool to make it run at stable 100%, it depends on the system loading currently as I mentioned before. Maybe you could use MAXN mode and run other stress test.
