Btw, what is still low after your toggle the regulator? Where is your measurement? Do you directly check the en0 and en1 pin from jetson? Or your measure somewhere else?
I did what you suggested and changed them to GPIO. It is setting the correct pin state now.
I also ended up creating my own fixed-regulators file and removed all of the ones that were not needed on my carrier board. The tegra234-vbus-enable.dtsi file is no longer needed.
The only changes needed are to add the regulator and reference it in the usb ports section.
