Installing CUDA 10.1/10.2 integration with Visual Studio Professional 2019 without Internet

I am trying to install cuda integration with Visual Studio 2019 without an Internet.

I have managed to install it on a computer with Internet and it seems to work fine but when I replicate the same steps. The cuda integration installations just fails at the configuring visual studio 2019 step.

I have tried the steps mentioned here:

But it still failed to install.

I am also not sure what are the dependencies that are required, any advice on this?
