Jetson Orin Nano cannot power on: LED cycles every ~15s, no fan, no HDMI even with 15V/4A bench power supply

I am having a serious power-on issue with my Jetson Orin Nano Developer Kit purchased from Taobao (China).

The board cannot complete the power-up sequence and seems to be stuck in a protection loop.

Here are the detailed symptoms:Problem Description

The power LED turns on for about 15 seconds, then turns off, and then turns on again repeatedly.

The fan never spins at any time, not even for a moment.

No HDMI output at any stage.

The module becomes slightly warm during each 15-second cycle.

The board continuously repeats this cycle and never reaches bootloader.

⚡ Power Supply Tests Performed

I have tested multiple power sources:

1. 19V 2.37A DC barrel adapter

→ LED cycles every 15 seconds, no boot.

2. Laboratory bench power supply

Voltage: 15.0V

Current limit: 4A~5A

Correct polarity (inner positive, outer negative)

→ Exact same behavior: LED on ~15s → off → restart loop.

→ Measured current draw stays low and never reaches a stable boot state.

3. I also verified the DC barrel connector and wiring.

The problem persists with all setups.

🧪 Additional Observations

The fan never spins, which usually means the system does not reach the early boot stage.

HDMI always stays black.

The LED cycling pattern seems to indicate PMIC over-current, over-voltage, or under-voltage protection being triggered.

The issue occurs even with a clean setup (no peripherals connected other than power).

❓ My Questions

1. Does this behavior indicate a failure of the power management IC (PMIC) or power rails on the carrier board?

2. Could this be a defective carrier board or SoM module?

3. Are there any further hardware tests I should perform?

4. Is this issue consistent with cases that require RMA / replacement?

5. Since the unit was purchased through Taobao, what is the recommended path for support or replacement?

Summary

Even with a stable bench supply at 15V 4A, the Jetson Orin Nano:

Cannot boot

Fan does not spin

LED cycles every ~15 seconds

No HDMI output

This strongly suggests a hardware failure, possibly in the PMIC or power subsystem.
