Jetson ORIN NX 16GB self carrier board can't burn image

PCIE1(x1 PCIe signal) of self self carrier board is used to mount NVMe
PCIE0(x4 PCIe signal) of self self carrier board is used to communicate with FPGA
There is no EEPROM on my self self carrier board
I can discover “Bus 003 Device 007 ：ID 0955:7323 NVidia Corp” by inputing “lsusb” on virtual machine
How can I burn image to NVMe?
Can you give me detailed step?

Please use standalone Ubuntu 18.04 or 20.04 as your host PC.
Do you connect the USB-C port of your board to your host?

Have you entered into the forced recovery through shorting REC/GND and power up the board?
