Docs are not updated to match new kernel and source layout for Jetpack 6.0. Whole Pci-e section contains information which are valid only for older jetpacks.
For example this path is incorrect for Jetpack 6.0:

The concept is still same. Just find somewhere in rel-36 device tree to put those phys and phy-names info to pcie controllers.
