Is the Nvidia HPC SDK free to download and free to use?
Is there any license required? I see a line in the Software agreement:

  1. only by the number of concurrent users for which Your corresponding product configuration has been licensed,
    So is there a limit on concurrent users? If so, how enforced?
    We have a license for PG compilers that uses flexlm. Does Nvidia use that, or will there be any conflicts having both PG and Nvidia on the same machine?

Yes.

You do need to ascent to the NVIDIA Software license agreement: Version 23.11

No, there is no limit in the number of concurrent users within your organization.

We have a license for PG compilers that uses flexlm. Does Nvidia use that, or will there be any conflicts having both PG and Nvidia on the same machine?

The NVHPC Compilers do not use a FlexLM license server so there should be no conflict with using the PGI compilers.
