My Tx2 can not switch to mode 2 or 3 or 4

I can switch to model 2, When use the following Instructions:

sudo nvpmodel -m 2

a problem happend:

NVPM ERROR: request for bad power mode 2
NVPM ERROR: optMask is 1, no request for power mode

The mode 3 or 4 is same.
