Did everything as it is written here,
NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver - Driver 440, RTX 2080

$nvidia-smi
NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver. Make sure that the latest NVIDIA driver is installed and running.
but it didn’t help.
$ sudo cat /var/log/gpu-manager.log
last_boot_file: /var/lib/ubuntu-drivers-common/last_gfx_boot
new_boot_file: /var/lib/ubuntu-drivers-common/last_gfx_boot
can't access /opt/amdgpu-pro/bin/amdgpu-pro-px
