Nvh264dec plugin can't use

I install gstreamer by:

apt-get install libgstreamer1.0-dev libgstreamer-plugins-base1.0-dev libgstreamer-plugins-bad1.0-dev gstreamer1.0-plugins-base gstreamer1.0-plugins-good gstreamer1.0-plugins-bad gstreamer1.0-plugins-ugly gstreamer1.0-libav gstreamer1.0-tools gstreamer1.0-x gstreamer1.0-alsa gstreamer1.0-gl gstreamer1.0-gtk3 gstreamer1.0-qt5 gstreamer1.0-pulseaudio

My system is Ubuntu 22.04 CUDA 12.2, I use dGPU RTX 3090

When I want to check the plugin nvh264dec, I use command:
gst-inspect-1.0 nvh264dec

And I get

It said that can’t find this plugin, I check /usr/lib/x86_64-linux-gnu/gstreamer-1.0, and I find I have libgstnvcodec.so .

Can anyone tell me how can I use this plugin?

1.nvh264dec is a plugin provided by the gstreamer community, and deepstream provides nvv4l2decoder
This is not compatible with deepstream

2.If you must use nvh264dec, please use the following command to check the reason. Deepstream does not maintain this plugin. This is usually caused by the driver not being installed correctly.

GST_DEBUG=*:5 gst-inspect-1.0 /usr/lib/x86_64-linux-gnu/gstreamer-1.0/libgstnvcodec.so
