Is there any chance to launch NVIDIA Maxine on Geforce GTX 1070ti?
1070ti is not supported due to the lack of tensor cores. Maxine will run on any graphics card with an RTX moniker along with datacenter GPUs with tensor cores. For graphics cards that includes GeForce RTX, Quadro RTX, and RTX A series or the GV100. Enterprise cards would include Volta, Turing, Ampere and newer architectures. That being said… there could be some cases where a tensor core enabled GPU will not run Maxine but it is highly unlikely.
