nvJPEG windows support

Hi there,

I was under the impression that nvJPEG is only supported on Linux. Then I came across the release note for CUDA 10.1.168. It is Saying the DLLs should be in the bin/. Since I could not find the files (nvJPEG.dll) in the CUDA directory, I was wondering if I am missing something?
