Overclocking Multiple GPUs (1080 TI) on Debian 9 (Driver 381.22) - Settings not Applying on All GPUs

After setting up Coolbits in xorg.conf, I can set graphics and memory clock offsets in the NVIDIA Settings GUI / Powermizer panel. However, for some reason, the offsets for GPU 0 (first card) seem to be ignored. Setting offsets only seems to affect GPU 1. Here are screenshots showing the same offsets on both cards, but in the information area the “Graphics Clock” seems unaffected. Yes, I pressed ‘Enter’ after setting the offsets. Setting offsets through command line nvidia-settings gives me the same issue. Is this normal? Any help is appreciated. Thanks
