P4000 Graphics Card installed on HP Server for Virtual Desktop use

Server Setup:
Windows Server 2012 R2
Hardware - HP DL360 Gen 9
512GB RAM
Nvidia Quadro P4000 Graphics accelerator - Driver 392.00
RDVS Role Installed on server
Hyper-V Role installed

Client VM Setup:
Windows 10 1803
16gb RAM
8 Processors

I have everything setup correctly and the VM is seeing the vGPU I have installed on the server, but when we drag a window when RDP connected to the VM, It gets pixilated has anyone else experienced this type of issue, I downloaded the Nvidia Driver today and it is the latest enterprise version available.

and what is the exact question? Which OS policies do you use? Do you see GPU usage at all?
