recongfiguration the PCIe and USB configs

Hello:
I need change the PCIe default configs2 to configs4. (TX2 OEM design guide table 15)
has change the PINMUX and generate.dtsi file.
after revised the device tree and OS,still cant see the device i need
its anything i missing or wrong?
please help ,thanks
