Subject: Jetson Orin Nano stuck at “End-user configuration” during first boot (JetPack 6.x)

Dear Support Team,

​I am experiencing a persistent issue with my Jetson Orin Nano Developer Kit. After flashing the SD card with JetPack 6.1/6.2 (L4T 36.4.3), the system fails to reach the GUI setup screen.

Problem Details:

  • ​The boot process proceeds normally through UEFI and starts loading the Linux kernel.

  • ​The system hangs indefinitely at the following line: [***] (1 of 2) A start job is running for End-user configuration after initial OEM installation.

  • ​I have waited for over 90 minutes, but the setup screen never appears.

Troubleshooting steps already taken:

  1. Reset to Defaults: I have performed a “Reset Settings” within the NVIDIA Configuration menu in UEFI.

  2. Flashing Tools: I have tried flashing the 128GB SD card using both Rufus and balenaEtcher.

  3. Hardware Check: The NVMe SSD is removed to ensure the system boots from the SD card only.

  4. Network: No internet cable or Wi-Fi is connected during the initial setup to avoid update-related hangs.

​Could you please advise if this is a known firmware compatibility issue with L4T 36.4.3 or if there is a specific hardware initialization failure?.

We recommend to install sdk manager to full flash the device.
