There is no cuda cudnn and opencv and nvidia smi in my xavier

I flashed my xavier on yesterday by jetpack 4.1.1 on VM, but there is no cuda cudnn and opencv and nvidia smi et al. How can i deal with it? Should i flash again? Or what should i do now

Was there an error in the flashing operation?
How did you flash it? Did you build a new root image? If so, did you run the “apply_binaries.sh” and similar scripts?
Could your host computer get to the Jetson on the network?

Btw, nvidia-smi requires a PCI GPU. The GPU in the embedded systems is directly integrated to the memory controller and is not PCI. No PCI-dependent feature will be available.
