ThinkPad P1, Gen 3, with Quadro T2000 hangs on boot after 495.44 install

Lenovo ThinkPad P1 laptop with Quadro T2000

on a fresh Kubuntu 21.10 installation, after installing NVIDIA drivers v495.44 the system hangs during boot
kernel 5.13.0-21-generic
KDE 5.22.5

GPUs present - Nvidia Quadro T2000 and Mesa Intel UHD Graphics P630, dual monitor configuration with external 4k display connected through the thunderbolt port

if the system (fresh 21.10 install with all updates applied) is upgraded to 495 driver it will hang on the next reboot

if the system is upgraded to 470 driver first, NVIDIA Settings never run (so it’s default PRIME profile “on demand”) prior to the driver upgrade (default state) it will hang on a reboot after upgrading to 495.44 drivers

if the system is upgraded to 470 driver first and set to PRIME profile “performance mode”, it will NOT hang on reboot after upgrading to 495.44 drivers and profile will revert to “on demand”, everything else seem to work fine

seems like it has something to do with Intel P630 being the “primary” card during the upgrade to 495.44 or never running NVIDIA settings app?
