Unable to update Cuda on Windows 10, or remove 11.6.1

I’m stuck trying to get the installer to run for version 12.1 on Windows. It attempts to run then silently fails. I see the same thing when I try to uninstall, it acts like its running, then silently fails, leaving the product installed.

I currently have version 11.6.1 installed. When I try to re-install 11.6.1, I get a notice that this install is blocked by my administrator.

I ran the 12.1 install with logging enabled, and noticed these errors in the logs.
