Hi, are you using a wireless or wired keyboard?

I have this same issue. What I found is you have to use a USB-C keyboard, not one through an adapter. A USB-C to USB A adapter will work fine in the bios part of the restore, but once you boot to the recovery OS from USB, you have to have an actual USB-C Keyboard, an adapter will not work on that specific step of starting the restore, that was the only way I was able to get around that. I had to use my sons gaming keyboard to get past it, it was usb-c.
