why cuda 8.0 can't install in windows 10

You can install cuda 8 on windows 10.

read the windows install guide

Go to the CUDA toolkit archive: [url]https://developer.nvidia.com/cuda-toolkit-archive[/url]

get the appropriate windows installer

run it.

The Nvidia Graphic driver is not compatible with this version of windows.
