Cannot get any NVidia driver to work after upgrading nvidia firmware from 535.129.03-0 to 535.146.02 with apt

After upgrading some NVIDIA 535 packages via apt in Ubuntu Mantic (I have the list from the history log in var/log/apt) I can no longer get any NVIDIA drivers to function. I have tried undoing the install by downgrading all of the packages and rebooting and still the GPU driver doesn’t run. nvidia-settings returns the following:

ERROR: NVIDIA driver is not loaded

(nvidia-settings:9994): GLib-GObject-CRITICAL **: 13:51:50.841: g_object_unref: assertion 'G_IS_OBJECT (object)' failed

** (nvidia-settings:9994): CRITICAL **: 13:51:50.842: ctk_powermode_new: assertion '(ctrl_target != NULL) && (ctrl_target->h != NULL)' failed

ERROR: nvidia-settings could not find the registry key file or the X server is
       not accessible. This file should have been installed along with this
       driver at
       /usr/share/nvidia/nvidia-application-profiles-key-documentation. The
       application profiles will continue to work, but values cannot be
       prepopulated or validated, and will not be listed in the help text.
       Please see the README for possible values and descriptions.

I don’t know where to go from here. I have an RTX 3080.
The bug report file has been stuck on ‘Processing Upload’ for 20 minutes now and retrying doesn’t solve it. The file can be found here instead.

This post is what fixed it for me, particularly the installation of version 545.
