Hello @270529094. Are you, by chance, trying to install on a non-English version of Windows OS?
If so, the problem is New windows system didn’t support UTF-8, you may need manually enable this setting.
1:Go to the windows setting and search "Change Country and Region“
2:On the language part you can find a setting call Administrative language Settings（On the Right side of window）
3:On The language of non-Unicode programs, click change system location setting
4:enable "use Unicode UTF-8
Restart PC and reinstall Nucleus.
