Could TX1 work as USB 3.0 device?

Assumed to combine USB0_D+/D- and USB_SS0_TX+/TX-/RX+/RX- as an USB TYPE-C connector.
Could TX1 work as USB 3.0 device as well as USB Recovery mode?
